Hard Money Loans in West Palm Beach, FL: Flips, Bridges and Local Rules
Short answer
Investors may qualify for a hard money, fix-and-flip or bridge loan on a West Palm Beach property, sized mainly on the property's value, the rehab budget and your exit, not on tax returns. These are business-purpose loans for non-owner-occupied investment property only, never for a home you will live in. In West Palm Beach the deal turns on local rules: historic district review for exterior work, FEMA's 50% rule in flood zones, about 20.4 mills of property tax with no homestead exemption, and a city rental license plus state and county registration if you exit to a vacation rental (as of October 2026).
What West Palm Beach's 2026 numbers mean for a flip or bridge
How hard money works statewide (pricing structure, Florida usury limits, documents) is in our Florida hard money guide. This page is about West Palm Beach. As of October 2026, the Florida Realtors city reports published by MIAMI REALTORS show:
- Houses, Q2 2026: 311 sales at a median of $651,000, a median of 53 days to contract, 4.8 months of supply, and sellers receiving a median of 92.2% of the original list price. 163 sales (about 52%) were cash.
- Houses, Q1 2026: 232 sales at a median of $750,000 and 62 days to contract. A $99,000 swing in the median between two quarters is a warning: price your ARV on close comparable sales on the same street or district, not on a citywide median.
- Townhouses and condos, Q2 2026: 247 sales at a median of $364,500, 84 days to contract and 8.4 months of supply.
Time on market is a cost on a short-term loan. A house that takes 53 days to find a buyer plus 30 to 45 days to close adds about three months of interest and carry after the rehab ends. A condo flip facing 84 days and more than 8 months of supply needs a wider margin, and the building's milestone inspection, SIRS and any special assessment can scare off the financed buyer you are counting on. Lenders size the loan on purchase price, rehab and ARV, and want to see the comps and a realistic sale date before they fund.
Permits and historic districts in West Palm Beach
Your rehab schedule is only as good as your permit timeline, and lenders release draws against permitted, inspected work. In West Palm Beach:
- Permits run through Civic Access, the customer side of the city's Enterprise Permitting & Licensing system. You register a profile, then apply, pay fees, resubmit plans and schedule inspections online. Development Services is at City Hall, 401 N. Clematis Street, 561-805-6700.
- Historic districts add a review. Many of the older neighborhoods where flips happen are historic districts. Any work that changes the exterior appearance needs a Certificate of Appropriateness; interior remodeling is not reviewed. Small additions (under 10% of the footprint if visible from the front, under 20% if not) can be approved by staff; larger projects go to the Historic Preservation Board.
- Demolition is hard. Demolishing a building that is individually designated or in a historic district needs Board approval, and contributing properties are generally not approved for demolition. Do not underwrite a tear-down in a historic district without confirming it first.
- Historic tax exemption: improvements to historic properties may be exempt from city and county tax increases for up to 10 years, but you must apply before work starts. For a buy-and-hold investor, that can change the long-term math.
Build the historic review time into the loan term. A 12-month hard money loan that needs an extension because a window or roof change waited on review costs extension fees and interest.
Flood zones and FEMA's 50% rule
New FEMA flood maps took effect in Palm Beach County on December 20, 2024, and the city said more than 1,000 West Palm Beach properties were affected. Low areas along the Intracoastal and the canals carry the higher-risk zones. Check the parcel's flood zone before you write the offer, not after the rehab budget is set.
In a Special Flood Hazard Area, FEMA treats a building as substantially improved when the cost of the work is 50% or more of the building's market value, not counting land. Local officials make that determination, and a substantially improved building must be brought into compliance with current floodplain standards, which for an older, low house can mean elevation or other costly work.
- On a $650,000 purchase where the structure is valued at, say, $250,000 and the land at the rest, a $125,000 rehab already hits the 50% line. Example only.
- Ask for the elevation certificate, get a contractor bid with every line item, and talk to the city's building division before you close if the budget is near the line.
- Price flood insurance and builder's risk or vacant property coverage into the carry. Lenders will require coverage, and your end buyer's lender will require flood insurance in a high-risk zone.
Holding costs: taxes and closing costs on a West Palm Beach investment
Investment property gets no homestead exemption, so you pay the full millage on the assessed value. Using the 2026 proposed rates published by the Palm Beach County Property Appraiser, a West Palm Beach address adds up to about 20.4 mills (city 8.1308 operating plus 0.0533 debt, county 4.5210, school board 6.2870, Children's Services 0.4908, Health Care District 0.6561, water management 0.2301, FIND 0.0270). Downtown parcels add the Downtown Development Authority's 2.0000 mills, for about 22.4.
- Example only: on a house assessed at $651,000, 20.4 mills is about $13,280 a year, or $1,107 a month of carry; downtown, about $14,580 a year.
Florida also taxes the loan. As of October 2026, documentary stamp tax on a note and mortgage is $0.35 per $100; on a $400,000 hard money loan that is $1,400, before lender points, title, recording and the intangible tax. Deed stamps are $0.70 per $100 of the price outside Miami-Dade, and who pays them is set in your contract. See our doc stamp guide.
Add insurance, utilities, HOA dues on condos and the time on market from the section above. A flip budget that assumes a 30-day sale in a market with 53 to 84 days to contract will run short.
Exit plans: sell, refinance to a rental or rent short-term
Hard money lenders underwrite the exit as much as the property. In West Palm Beach the usual exits are:
- Sell (flip): a fix-and-flip loan funds purchase plus rehab draws; the exit is the sale at ARV. Your end buyer will likely be financed, so FHA and conventional limits and condo approval matter to your resale. See FHA in West Palm Beach.
- Refinance to a long-term rental: after the rehab, refinance into a DSCR loan sized on the rent. Lenders usually want the property finished, leased or rent-ready, and seasoned for a period before they use the new value.
- Bridge: a bridge loan covers a short gap, such as buying before another property sells, or closing fast and refinancing later. It still has to be business-purpose.
Short-term rental exit: check three layers first. The city requires a rental business tax receipt and a Certificate of Use for every rental, issued after a zoning review and inspections ($38.59 per house, townhouse or condo unit; $50 COU the first year, $20 after; receipts expire each September 30). For a vacation rental, the city asks for your State of Florida vacation rental license from DBPR, and its code (Section 94-611) defines a short-term vacation rental as one rented for a minimum of seven consecutive days. Owners who live outside Palm Beach County must name a local designated agent. The county adds a 6% Tourist Development Tax on rentals of six months or less and a separate short-term rental business tax receipt. Condo and HOA documents can ban short rentals outright, so read them before you count on that income.

Don't see yours? Call us or send a message. We answer the same business day.
305-425-1990Can I use a hard money loan to buy a home I will live in West Palm Beach?
No. Hard money, fix-and-flip and bridge loans are business-purpose loans for non-owner-occupied investment property. If you will live in the home, look at FHA, conventional or other owner-occupied programs.
Do I need historic approval to renovate a West Palm Beach flip?
Only if the property is in a historic district or individually designated and the work changes the exterior. Then you need a Certificate of Appropriateness; interior work is not reviewed. Demolition needs Historic Preservation Board approval.
What is the 50% rule for a West Palm Beach rehab?
In a FEMA high-risk flood zone, if the work costs 50% or more of the building's market value (not counting land), the building must meet current floodplain standards. Local officials decide, so check before you close.
Can I turn a West Palm Beach property into a vacation rental?
Possibly, with a city rental business tax receipt and Certificate of Use, a state vacation rental license, county tourist tax registration (6%) and a county short-term rental receipt. The city defines a short-term vacation rental with a seven-consecutive-day minimum, and condo or HOA rules may ban it.
How much are property taxes on a West Palm Beach investment property?
About 20.4 mills on assessed value using the 2026 proposed rates, with no homestead exemption, plus 2.0 mills downtown. Example only: about $13,280 a year on a $651,000 assessment.
