HELOCs in Pembroke Pines, FL: Equity, HOA Communities and Flood Rules

Short answer

On a Pembroke Pines house at the Q3 2026 median of $685,000 with a $380,000 first mortgage, a lender that allows 80% combined loan-to-value would cap total debt at $548,000, leaving room for a line of up to about $168,000 (example only). Your first mortgage and its rate stay in place. Because so much of the city is HOA communities, the lender also counts your dues and checks that your association account is current.

Pembroke Pines equity, by the numbers

How a HELOC works in general (draw period, variable rate, repayment period) is in our Florida HELOC guide. This page covers what is specific to Pembroke Pines and Broward County.

Florida Realtors data published by MIAMI REALTORS for the third quarter of 2026 shows, as of November 2026:

  • Houses: 228 closed sales at a median of $685,000 (up 4.6% from a year earlier) and an average of $699,852. Sellers received a median of 96.8% of their original list price, homes went under contract in a median of 33 days, and supply was 3.2 months. Only 23 of the 228 sales were cash.
  • Condos and townhouses: 228 closed sales at a median of $220,000 (down 12.9%), 67 days to contract and 7.5 months of supply. 94 of those sales were cash.
  • Broward County as a whole: a house median of $645,000, so Pembroke Pines houses sell above the county median.

Two things stand out. First, the house market is tight: 3.2 months of supply and nearly 97% of list price means appraisals tend to hold up, which helps CLTV math. Second, very few house buyers paid cash, so most owners carry a first mortgage. Many of those mortgages were taken out when rates were lower, and a HELOC lets you tap equity without replacing that first loan.

The condo side is different. Prices fell over the year and supply is more than double the house market. A lower appraisal on a condo means less line room, and fewer lenders offer HELOCs on condo units at all. The lender always uses today's appraised value, not the assessed value on your Broward tax bill.

Example only: CLTV math on a median Pembroke Pines house

Example only, not a quote or an approval. Each lender sets its own maximum combined loan-to-value (CLTV), based on your credit, the property type and the line size. Assume a house that appraises at the $685,000 city median with a $380,000 first mortgage.

  • At 80% CLTV: $685,000 x 0.80 = $548,000 total debt allowed, so about $168,000 of line.
  • At 85% CLTV, if offered: $582,250 total, or about $202,250.
  • At 90% CLTV: $616,500 total, or about $236,500. Higher CLTV usually comes with stricter credit and pricing.

Now a condo at the $220,000 median with a $120,000 balance: at 80% CLTV the total is $176,000, so the room is only about $56,000, and the building has to pass the lender's review first.

Say you open a $100,000 line on the house for a roof, impact windows or to pay off higher-cost debt. Florida taxes the new mortgage when it is recorded, as of November 2026:

  • Intangible tax: 2 mills, $100,000 x 0.002 = $200.
  • Documentary stamps: $0.35 per $100, or $350 if figured on the full $100,000. Under Florida Statutes 201.08, when a mortgage secures future advances, tax is paid at recording on the initial debt and again on later advances as they are made, so your title or settlement agent will show how stamps apply to your line.

Add the appraisal, title search and recording. If you want one fixed amount and a set payment, compare a fixed second mortgage.

HOA communities and association liens

Pembroke Pines grew west toward the Everglades as planned communities, so many owners pay a homeowners association, and some pay both a master and a sub-association. That affects a HELOC in three ways, as of November 2026:

  • Dues count in your DTI. The lender adds monthly HOA dues to your housing payment when it figures your debt-to-income ratio.
  • Past-due dues can become a lien. Under Florida Statutes 720.3085, an association has a lien on each parcel for unpaid assessments when its governing documents allow it, and it must send a 45-day demand before recording a claim of lien. The statute caps what a *first* mortgagee owes after foreclosure at the lesser of 12 months of unpaid assessments or 1% of the original mortgage debt. A HELOC is usually a second lien and gets no such cap, so the lender wants your account current. The title search will show any recorded lien.
  • Special assessments count too. If your association has voted a special assessment for roofs, roads or a clubhouse, the lender may count the payment. Ask the association for a current statement before you apply.

Condo and 55-plus community owners: lenders review the association more closely on attached homes. Expect questions about the budget, reserves, insurance and the building's milestone inspection if it is three stories or taller. Fewer lenders offer HELOCs on condo units, so a fixed second mortgage can be the easier fit.

Broward taxes, homestead and flood

Millage. The Broward County Property Appraiser lists 2026 proposed operating millage for a Pembroke Pines address of 5.6690 (city, unchanged from 2025), 5.6658 (county), 3.0460 plus 3.2480 (school board), 0.4500 (Children's Services Council), 0.0805 (South Broward Hospital District) and small water management and FIND levies. That totals about 18.42 mills, roughly 1.84% of taxable value, as of November 2026, before voted debt and any local water control district assessment.

Homestead. A HELOC does not change who owns the house. Under Florida Statutes 193.155 the Save Our Homes cap limits yearly increases in a homestead's assessed value to 3% or the CPI change, whichever is lower, and it resets on a sale or transfer of title, not on a mortgage. See our Save Our Homes guide.

Flood. Pembroke Pines is inland, but it sits on low, canal-drained land. The city holds a Class 5 rating in FEMA's Community Rating System, so owners may qualify for up to a 25% discount on NFIP premiums, per the city. Broward's current FEMA maps took effect July 31, 2024. Check your parcel on FEMA's flood map or call the city's Engineering Division at 954-518-9040 with your address. If the house is in a Special Flood Hazard Area:

  • Opening or increasing the line triggers the federal rule. A regulated lender may not make, increase, extend or renew a loan on a building in a high-risk zone without flood insurance.
  • Coverage must be at least the lesser of the loan balance or the NFIP maximum, which FloodSmart lists as $250,000 for the building and $100,000 for contents.
  • No flood escrow for the HELOC itself: 12 CFR 339.5 exempts home equity lines of credit. And there is no 30-day wait when the policy is bought with the loan.

How we set up a Pembroke Pines HELOC

  • We review your first mortgage balance and rate. If the rate is low, a line usually makes more sense than a cash-out refinance that would replace it.
  • We pull your flood zone and confirm your HOA dues and any special assessment.
  • We compare HELOC and fixed second options across our lenders. If you are self-employed and your returns show low income, we also look at bank statement second-lien options.
  • We confirm the expected value and line size before you pay for an appraisal.

How much can I borrow with a HELOC in Pembroke Pines?

About $168,000 at 80% CLTV on a $685,000 median house with a $380,000 first mortgage (example only). Your real number depends on the appraisal, your credit, your debt-to-income ratio and the lender's CLTV limit. Rates vary daily; call for today's pricing.

Can I get a HELOC on a Pembroke Pines condo?

Possibly, but fewer lenders offer them and the building must pass review. At the $220,000 condo median with a $120,000 balance, 80% CLTV leaves only about $56,000 (example only), so a fixed second mortgage is often worth comparing.

Do HOA dues affect my HELOC?

Yes. Monthly dues count in your debt-to-income ratio, and a recorded claim of lien for unpaid dues will show up in the title search. Keep your association account current before you apply.

Do I need flood insurance for a HELOC in Pembroke Pines?

Only if the house is in a FEMA Special Flood Hazard Area; then opening the line triggers the federal requirement. The city's CRS Class 5 rating may cut NFIP premiums by up to 25%, and HELOCs are exempt from flood escrow.

What Florida taxes do I pay to open a $100,000 line?

About $200 in intangible tax (2 mills) and up to $350 in documentary stamps ($0.35 per $100), as of November 2026. Your title agent confirms how stamps apply to the line and to future advances.
