What Is a Streamline Refinance?

Short answer

A streamline refinance is a simplified refinance of a government loan into a new loan of the same type: FHA to FHA (FHA Streamline) or VA to VA (the IRRRL). The existing loan must be current, the new loan must produce a net tangible benefit such as a lower payment, and cash back is limited to $500 on the FHA version (HUD, as of October 2026). Most streamlines need no appraisal and little or no income documentation.

Definition

A streamline refinance reuses the original loan's approval to shorten underwriting. Because the government already insures or guarantees the loan, the lender can skip the appraisal and much of the income review, as long as the borrower has paid on time and the new loan lowers the rate or payment.

Worked example

FHA loan on a Homestead house: balance $310,000 at 7.0%, principal and interest about $2,062. FHA Streamline to 6.0%: new principal and interest about $1,859, saving $203 a month. Costs: Florida doc stamps $310,000 x 0.0035 = $1,085, intangible tax $310,000 x 0.002 = $620, title and lender fees about $3,000, upfront MIP $310,000 x 0.0175 = $5,425 (partly offset by a refund of the original upfront MIP if within three years), minus the refund. Net cost around $8,000 if no refund applies, so break-even is about 39 months; with a $2,500 MIP refund it drops to about 27 months. Rates are illustrative and vary daily.

FHA Streamline basics

Per HUD (as of October 2026):

  • The mortgage being refinanced must already be FHA-insured and must be current (not delinquent).
  • The refinance must result in a net tangible benefit to the borrower.
  • Cash in excess of $500 may not be taken out.
  • Investment properties may only be refinanced without an appraisal (non-credit-qualifying), and the new loan carries new upfront and annual MIP.
  • See FHA streamline refinance for program details.

VA IRRRL basics

The VA version is the Interest Rate Reduction Refinance Loan (IRRRL). It refinances an existing VA loan to a lower rate or from an ARM to a fixed rate, with a VA funding fee of 0.5% unless you are exempt (VA, as of October 2026). No appraisal or income verification is typically required, and closing costs can be rolled into the loan.

In South Florida

Streamlines are popular with South Florida FHA and VA borrowers because they skip the appraisal, which matters for condos in buildings that have since become hard to finance, and because Miami incomes are often variable. One local catch: Florida doc stamps and intangible tax still apply to the new loan, so the 'low cost' streamline is more expensive here than in states without those taxes. Also, an FHA streamline keeps you in FHA with monthly MIP; if you now have 20% equity, compare a conventional rate-and-term refinance that removes MIP entirely.

Can I streamline a conventional loan?

No. Streamlines exist only for FHA, VA and USDA loans. Conventional loans use a [rate-and-term refinance](what-is-a-rate-and-term-refinance), which sometimes gets an appraisal waiver.

Do I need a credit check for a streamline?

Lenders typically pull credit and verify your payment history even on non-credit-qualifying streamlines, but full income underwriting is often skipped.

Can I skip a payment when I streamline?

No payment is truly skipped; interest is paid through closing and your first new payment is due the month after.
