What Is a VA IRRRL?

Short answer

The IRRRL (Interest Rate Reduction Refinance Loan), often called the VA streamline, lets a veteran with an existing VA loan refinance into a new VA loan at a lower rate, or from an adjustable to a fixed rate, with minimal paperwork. The VA funding fee on an IRRRL is 0.5% of the loan, and veterans receiving VA disability compensation are exempt (VA, as of October 2026). Most IRRRLs require no appraisal and no income verification.

Definition

An IRRRL is a VA-to-VA refinance designed to reduce the interest rate or move to a stable payment. It reuses the veteran's existing VA entitlement, so no new Certificate of Eligibility is usually needed, and closing costs can be financed into the loan.

Worked example

A veteran in Homestead has a VA loan with a $380,000 balance at 7.125%, principal and interest about $2,560. IRRRL to 6.125%: about $2,309, saving $251 a month. Funding fee: $380,000 x 0.005 = $1,900 (or $0 if exempt). Florida doc stamps $380,000 x 0.0035 = $1,330, intangible tax $380,000 x 0.002 = $760, title and lender fees about $3,000. Total about $6,990 rolled into the loan, so the new balance is about $386,990. Break-even = $6,990 / $251 = about 28 months. If exempt from the funding fee, costs drop to $5,090 and break-even to about 20 months. Rates illustrative; they vary daily.

IRRRL requirements

  • You must currently have a VA loan on the property.
  • The new rate must be lower, unless you are moving from an ARM to a fixed rate.
  • You must certify you previously occupied the home; current occupancy is not required, so rented former homes qualify.
  • Funding fee 0.5% of the loan, waived for veterans with VA disability compensation and certain surviving spouses (VA, as of October 2026).
  • Lenders apply VA's seasoning and recoupment rules: generally the new loan's costs must be recouped within a set period through the payment savings.

IRRRL vs VA cash-out

If you want money out, a VA cash-out refinance requires full underwriting and an appraisal, and the funding fee is 2.15% for first use or 3.3% for subsequent use (VA, as of October 2026). The IRRRL is only for lowering the rate or stabilizing the payment. See VA loans and VA funding fee.

In South Florida

South Florida has a large veteran population around Homestead Air Reserve Base, Doral's Southern Command and the Miami VA hospital, and many hold VA loans from 2022 to 2024 at higher rates. The IRRRL's no-appraisal feature is useful for Miami condos whose buildings have since lost approval or faced assessments. Florida doc stamps and intangible tax still apply, which lengthens break-even compared with other states. QMS Lending is a VA-approved broker; see VA IRRRL streamline.
