First-Time Home Buyer in Homestead, FL: Every Program and the Steps
Short answer
First-time buyers in Homestead can combine more local help than in most of South Florida: up to $15,000 from the Homestead CRA, up to $35,000 from Miami-Dade County, up to $28,500 from the MDEAT HAP program and $15,000 from the Housing Finance Authority of Miami-Dade, on top of an FHA or conventional loan, as of October 2026. With a Q2 2026 median of $500,000 for houses and $336,500 for townhouses and condos, the right mix can cut your cash to close sharply. Each program has its own income caps and funding rounds, and every loan is subject to credit approval.
Homestead prices and your first mortgage choice
MIAMI REALTORS Q2 2026 figures for the City of Homestead, as of October 2026: single-family homes had 131 sales at a $500,000 median (down 6.5% from a year earlier); townhouses and condos had 104 sales at a $336,500 median with 11.8 months of supply. Prices are softening, and buyers have leverage, especially on townhouses.
Every assistance program sits behind a first mortgage. Three paths work for first-timers here:
- FHA: 3.5% down with a 580+ score, 2026 Miami-Dade limit $667,000. Most Homestead homes fit. For MIP costs and FHA-specific property rules, see our FHA loans in Homestead page.
- Conventional 97%: 3% down when at least one buyer is a first-timer, fixed rate, one-unit primary home, up to $832,750. On a $336,500 townhouse that is $10,095 down; on a $500,000 house, $15,000. Mortgage insurance can be removed later.
- HFA of Miami-Dade first mortgage: FHA, VA or conventional loans through participating lenders, needed to get the HFA's $15,000 second. Minimum scores are 660 for FHA and 640 for conventional, with a 6 to 8 hour homebuyer course.
Rates vary daily; call for today's pricing. If you are torn between the first two, our FHA vs conventional comparison shows the tradeoffs.
The four local programs, side by side
Terms below come from each program's own page, as of October 2026. Funds open and close in rounds.
- Homestead CRA First-Time Homebuyer's Program: up to $10,000, plus $5,000 if you have lived inside the CRA for at least a year. 0%, no payments, forgiven after 10 years of homesteaded primary residence. Income up to 120% of AMI: the guidelines' 2024 table shows $95,400 for one person and $136,200 for four. Liquid assets capped at $25,000 (retirement accounts excluded). Single-family homes and townhouses inside the CRA only; no condos.
- Miami-Dade County Homebuyer DPA: up to $35,000, 0%, deferred up to 30 years, due when you sell, transfer or refinance. Income under $95,620 for one person, $109,200 for two, $122,920 for three and $136,500 for four. Fixed-rate first mortgage only; must be a Miami-Dade resident at application and closing. Call 786-469-2209.
- MDEAT Homeownership Assistance Program (HAP): up to $28,500 at or below 80% of AMI, or $14,500 above 80% up to 140%. 0%, forgiven after 20 years of continuous owner occupancy. Single-family homes, townhomes and condos qualify; 2-4 units do not.
- HFA of Miami-Dade DPA: $15,000 for down payment and closing costs, only with the HFA's first mortgage. It is a 30-year deferred second that is not forgiven: it comes due when you sell, refinance, rent the home out or pay off the first loan. The HFA's June 2026 limits sheet shows income caps of $78,080 or $190,680 depending on the loan type, and it follows the $667,000 FHA and $832,750 conventional loan limits.
Stacking rules: what combines and what you pay back
Layering is allowed, but the details decide how much you can actually use:
- The CRA needs a HAP lender. You must be pre-approved by a lender that participates in MDEAT's HAP, so the CRA and HAP are a natural pair.
- 105% cap. Miami-Dade County and HAP both cap combined financing at 105% of the price (HAP uses the lower of price or appraisal). Extra money beyond what you need cannot come back to you as cash.
- Your own money. The CRA and the county each require 1% of the price from you; HAP asks for 1% at or below 100% of AMI and 3% above it. On a $336,500 townhouse, 1% is $3,365.
- Shared equity. Sell within three years and the county takes 100% of the profit share; in years four to six, 50%; after six years, none.
Forgiven over time: the CRA (10 years) and HAP (20 years). Repaid later: the county loan, the HFA second, Florida Housing's FL Assist and Hometown Heroes. A forgiven program costs you nothing if you stay; a deferred loan comes off your proceeds when you sell or refinance. Plan for both.
State programs and the QMS grant
Florida Housing first mortgages need a 640 score and an approved homebuyer course, and open the door to FL Assist (up to $10,000, 0%, deferred, not forgiven), FL HLP ($12,500 at 3%, paid monthly over 30 years) and the 3%, 4% or 5% HFA Preferred second, forgiven over five years. Florida Housing uses the IRS three-year first-time buyer rule.
Hometown Heroes pays 5% of the first mortgage, from $10,000 to $35,000, as a 0% deferred second for eligible full-time workers of Florida employers, such as teachers, nurses, first responders and veterans. It reopened on July 13, 2026 with $50 million, first-come, first-served. See Hometown Heroes 2026.
QMS forgivable grant: a forgivable down payment grant with an FHA loan, never repaid. It cannot be stacked with other assistance, so for a Homestead buyer we compare it against the CRA, county and HAP combination. Sometimes one simple grant beats three layered programs with income caps and paperwork; sometimes the stack wins by a wide margin. All the statewide options are in our Florida down payment assistance guide.
Step by step for a Homestead first-time buyer
1. Confirm first-time status. The CRA, county and HFA all use a three-year rule. Our Florida first-time buyer guide covers the exceptions.
2. Take the course once, the right one. The CRA wants an 8-hour HUD-approved class; the HFA accepts 6 to 8 hours and certificates last two years. One 8-hour HUD-approved course usually covers both.
3. Get pre-approved with a HAP-participating lender if you want the CRA. We confirm which programs can sit on your loan and your DTI.
4. Check the address against the CRA map before you fall in love with a home. Outside the boundary, the CRA is off the table, but the county, HAP and HFA still apply.
5. Inspect early. The CRA needs a licensed inspector's report before purchase and rejects homes with open or expired permits, code violations, liens, or more than $10,000 in electrical, plumbing or structural repairs.
6. Budget the carrying costs. Homestead's 2025 adopted total millage is 20.9465, about $6,284 a year on $300,000 of taxable value, and many newer communities add CDD assessments. Check the flood zone, then file for the homestead exemption after closing.

Questions about First-Time Home Buyer in Homestead, FL: Every Program and the Steps
Don't see yours? Call us or send a message. We answer the same business day.
305-425-1990Can I combine the Homestead CRA program with Miami-Dade County assistance?
Often, yes. The CRA says its funds can be combined with other sources, and it already requires a HAP-participating lender. The county caps combined financing at 105% of the price and asks for 1% of your own money. We check the exact mix for your income and home before you sign a contract.
Can I use the Homestead CRA money on a condo?
No. The CRA covers single-family homes and townhouses inside its boundaries only. For a condo, MDEAT HAP and the HFA of Miami-Dade both list condos as eligible if the unit and building meet their rules; Miami-Dade County's page does not list property types, so we confirm it with the county.
Which Homestead programs are forgiven and which do I repay?
As of October 2026, the Homestead CRA loan is forgiven after 10 years and MDEAT HAP after 20 years of owner occupancy. The Miami-Dade County loan, the HFA of Miami-Dade $15,000 second, FL Assist and Hometown Heroes are deferred and repaid when you sell, refinance or move out.
Do I have to use FHA to get help in Homestead?
No. FHA is one option, not a requirement. The county program needs a fixed-rate first mortgage, and the HFA and Florida Housing offer conventional first mortgages too. A conventional 97% loan takes 3% down and lets you drop mortgage insurance later. FHA details for Homestead are on our [FHA loans in Homestead](fha-loans-homestead) page.
Is there an income limit for first-time buyer help in Homestead?
Yes, and it differs by program. For a family of four: $136,200 for the CRA (2024 table), under $136,500 for the county. HAP goes up to 140% of AMI. Hometown Heroes and the HFA publish their own limits. Bring your last two years of income and we sort out which ones you fit.
