HELOC in Delray Beach: Seawalls, Roofs and the 2026 Equity Numbers
Short answer
On a Delray Beach house at the Q3 2026 median of $760,000 with a $350,000 first mortgage, a lender that allows 80% combined loan-to-value (CLTV) would cap total debt at $608,000, leaving room for a line of up to about $258,000 (example only, subject to credit approval and appraisal). Your first mortgage and its rate stay in place. Many Delray owners look at a line for waterfront and storm work: the city's own vulnerability analysis found that 85% of waterfront parcels need seawall upgrades.
Delray Beach equity by the numbers, as of November 2026
A HELOC is sized from what your home is worth today, not from what you paid or what the tax bill says. The best public snapshot of value is closed sales. Florida Realtors data published by MIAMI REALTORS for the City of Delray Beach, third quarter of 2026:
- Single-family homes: 126 closed sales at a median of $760,000, up 0.3% from a year earlier. The average sale was $1,637,128, pulled up by waterfront and east-side homes.
- 69 of the 126 house sales were cash. Sellers received a median 94.0% of original list price, and the median home went under contract in 32 days. Supply was 4.7 months.
- Townhouses and condos: 139 closed sales at a median of $320,000, up 15.1%. 81 of them were cash, and supply was 5.7 months.
The gap between the median and the average matters for a line. Two Delray houses on the same street can appraise hundreds of thousands apart if one is on the water. The lender orders its own appraisal or valuation, and the line is set from that number.

Example only: CLTV on a Delray house and a Delray condo
CLTV is your first mortgage plus the full line, divided by the appraised value. Each lender sets its own cap, and caps are often lower on condos and on larger lines. See what is LTV for the basics.
- House at $760,000, first mortgage $350,000. At an 80% CLTV cap, total debt can be $608,000, so the line could be up to $258,000. At an 85% cap, total debt can be $646,000 and the line up to $296,000.
- Condo at $320,000, first mortgage $150,000. At an 80% cap, total debt can be $256,000, so the line could be up to $106,000. The building itself also has to pass the lender's condo review.
These are illustrations, not offers. The appraisal, your credit, your debt-to-income ratio and the lender's line limits decide the real number. Rates on a HELOC are usually variable; rates vary daily, so call for today's pricing.
If you want one fixed payment for a single project, compare a fixed second mortgage. If your first mortgage rate is high anyway, a cash-out refinance may be worth pricing too. We can show all three side by side.
Seawalls, flood elevation and the line
Delray Beach's stormwater page says the city's coastal location makes it vulnerable to tidal flooding, storm surge and heavy rain. Its vulnerability analysis found that 85% of waterfront parcels need seawall upgrades, and the city adopted an ordinance to raise minimum elevation standards. A seawall is a large, one-time bill, which is why owners on the Intracoastal and canals often ask about a line before a contractor quote is final.
- Draw as the work is billed. With a HELOC you draw what the contractor invoices and pay interest only on what you have drawn. That fits a project with deposits and progress payments.
- Permits first. Seawall work needs city permits and must meet the city's elevation standard. Get the scope and the permit plan before you size the line, so the line covers the real cost.
- Know your Base Flood Elevation. The city tells residents to learn their Base Flood Elevation and check their flood zone on FEMA's Flood Map Service Center. The city also suggests flood vents, check valves and raising HVAC and electrical systems.
- Flood insurance on the line. Under federal rules (12 CFR 339.3), a regulated lender may not make or increase a loan secured by a building in a special flood hazard area unless flood insurance is in place. That applies to a HELOC too. If you buy a new NFIP policy because you are opening the line, FloodSmart says the usual 30-day wait does not apply.
Roofs, impact windows and hurricane-season timing
Roof and opening upgrades are the other big reason Delray owners open a line. They can also lower your insurance bill.
- The roof rule. Under Florida Statute 553.844(5), if a roof was built, repaired or replaced under the 2007 Florida Building Code or later, and 25% or more of it is repaired or replaced, only the repaired portion has to meet the current code. Older roofs do not get that break, so budget for a full replacement if yours predates 2007 code.
- Insurance credits. After a roof or impact windows, a wind mitigation inspection documents the features insurers credit. Ask your agent for a before and after quote so you know the payback.
- State grants. WFLX reported in May 2026 that My Safe Florida Home still had leftover funds and grants of up to $10,000. Funding opens and closes, so confirm whether applications are open before you count on it.
- Storm season and closing. The Atlantic hurricane season runs June 1 to November 30, with a peak around September 10, per NOAA's National Hurricane Center. When the National Weather Service issues a tropical storm or hurricane watch or warning for any part of Florida, Citizens suspends binding new coverage and coverage increases statewide. Your HELOC lender needs proof of insurance in force, so a storm can delay a closing. Ask your agent whether your carrier does the same.
Florida taxes on the line: max line vs. money drawn
Florida taxes a HELOC in two different ways, and they work on different amounts:
- Intangible tax: on the full line. Florida Statute 199.143(3) says the nonrecurring intangible tax on a line of credit is paid on the maximum amount of the line, and no further tax is due on later borrowing. The rate is 2 mills ($2 per $1,000). On a $258,000 line that is $516, even if you never draw it all.
- Doc stamps: on what is advanced. Under Florida Statute 201.08(1)(b), documentary stamp tax on a mortgage securing future advances is paid at recording on the initial debt, and then on later advances as they are made. The rate is $0.35 per $100. A $60,000 draw for a seawall deposit is $210 in doc stamps.
Your title agent calculates both. Sizing the line much bigger than your project costs you intangible tax up front, so pick a number you will actually use. After you sign, federal rules give you three business days to cancel a HELOC on your principal home.
Amendment 3, your escrow and your HELOC payment
Florida voters passed Amendment 3 on November 3, 2026 (about 62%, unofficial until certified). For homesteads, the exemption from non-school property taxes rises from $50,000 to $150,000 in 2027 and $250,000 in 2028, then is indexed to inflation. School taxes are not affected. Owners who become permanent Florida residents after December 31, 2026 start with a smaller amount and reach the full exemption in their fifth year of homestead. The non-homestead assessment cap drops from 10% to 5% from January 1, 2027. The first tax bills affected arrive in November 2027.
In Delray Beach, the 2026 proposed non-school rates (city, county, health care district, children's services, water management and FIND) add up to about 12.39 mills. On a homestead assessed high enough to use the full new amount, an extra $100,000 of exemption would cut the non-school bill by roughly $1,239 a year at those rates (estimate; 2027 rates are not set yet).
- Your HELOC payment does not change. Lines usually have no escrow. Taxes are escrowed on your first mortgage, if at all.
- Your first mortgage escrow may. Under RESPA (12 CFR 1024.17), your servicer analyzes escrow once a year. If the analysis shows a surplus of $50 or more and you are current, the servicer must refund it within 30 days. Expect any change after the November 2027 bill, not before.
- Do not borrow against a tax cut. Qualify for the line on today's payment. See escrow and homestead exemption.

Questions about HELOC in Delray Beach: Seawalls, Roofs and the 2026 Equity Numbers
Don't see yours? Call us or send a message. We answer the same business day.
305-425-1990How much can I get with a HELOC on a $760,000 Delray Beach house?
It depends on your first mortgage and the lender's CLTV cap. With a $350,000 first mortgage and an 80% cap, the line could be up to about $258,000; at 85% about $296,000. Example only, subject to appraisal and credit approval.
Can I use a HELOC to rebuild my seawall in Delray Beach?
Yes, a HELOC can be used for any home project, and the draw structure fits progress payments. Get the city permit plan and contractor scope first so the line matches the real cost. The city found 85% of waterfront parcels need seawall upgrades.
Do I pay Florida tax on the whole line or only what I draw?
Both, in different ways. Intangible tax (2 mills) is paid once on the maximum line. Doc stamps ($0.35 per $100) are paid on the amount advanced at recording and on later advances. Your title agent confirms the figures.
Can a hurricane delay my HELOC closing?
It can. The lender needs insurance in force, and when a tropical storm or hurricane watch or warning is issued for Florida, Citizens stops binding new coverage and increases statewide. Keep your policy current and plan around the June 1 to November 30 season.
Will Amendment 3 lower my payment?
Not on the HELOC, which usually has no escrow. It may lower the escrow on your first mortgage after the first affected tax bills in November 2027, when your servicer runs its annual escrow analysis.
Can I get a HELOC on a Delray Beach condo?
Some lenders offer them, usually with a lower CLTV cap and a review of the building's budget, insurance and any special assessments. At the Q3 2026 condo median of $320,000, the line is smaller, so a fixed second may compare well. We check which lenders accept your building.
