HELOCs in Hollywood, FL: Equity, Flood Zones and Beach Condos

Short answer

On a Hollywood house at the Q3 2026 median of $550,000 with a $300,000 first mortgage, a lender that allows 80% combined loan-to-value would cap total debt at $440,000, leaving room for a line of up to about $140,000 (example only). Your first mortgage stays in place. Because the city says over 11,000 properties were added to FEMA's high-risk flood area, check your zone first: if you are in it, opening the line requires flood insurance.

Hollywood equity, by the numbers

How a HELOC works in general (draw period, variable rate, repayment period) is in our Florida HELOC guide. This page covers Hollywood and Broward County.

Florida Realtors data published by MIAMI REALTORS for the third quarter of 2026 shows, as of November 2026:

  • Houses: 279 closed sales at a median of $550,000 (down 0.9% from a year earlier) and an average of $706,351. Sellers received a median of 95.3% of their original list price, with 52 days to contract and 5.1 months of supply. 61 sales were cash.
  • Condos and townhouses: 222 closed sales at a median of $269,500 (down 17.1%), 85 days to contract and 13.5 months of supply. 147 of the 222 sales were cash.
  • Broward County as a whole: a house median of $645,000.

Hollywood houses held their value over the year while the county rose, so the city sits below the Broward median. That still leaves real equity for owners who bought a decade or more ago. The average house price is well above the median because of the waterfront streets near the Intracoastal and the beach, where values and line sizes run higher.

The condo market is soft. Prices fell 17.1%, two out of three sales were cash, and 13.5 months of supply is a buyer's market. For a HELOC, that means appraisers may be cautious and lenders may cap condo CLTV lower. The lender uses today's appraised value, not the assessed value on your Broward tax bill.

Example only: CLTV math on a median Hollywood house

Example only, not a quote or an approval. Each lender sets its own maximum combined loan-to-value (CLTV) based on credit, property type and line size. Assume a house that appraises at the $550,000 median with a $300,000 first mortgage.

  • At 80% CLTV: $550,000 x 0.80 = $440,000 total debt allowed, so about $140,000 of line.
  • At 85% CLTV, if offered: $467,500 total, or about $167,500.
  • At 90% CLTV: $495,000 total, or about $195,000, usually with stricter credit and pricing.

Many Hollywood condo owners have no mortgage at all. On a condo at the $269,500 median owned free and clear, a lender that caps condo lines at 70% CLTV would allow about $188,650 (example only), if it lends on that building.

Say you open a $75,000 line on the house for hurricane shutters, a roof or a kitchen. Florida taxes the new mortgage when it is recorded, as of November 2026:

  • Intangible tax: 2 mills, $75,000 x 0.002 = $150.
  • Documentary stamps: $0.35 per $100, or $262.50 if figured on the full $75,000. Florida Statutes 201.08 also taxes future advances when they are made, so your title agent will show how stamps apply to your line.

Flood zones: the biggest Hollywood factor

Per the city's FEMA flood map page, as of November 2026, over 11,000 Hollywood properties were added to the Special Flood Hazard Area, while 2,115 properties are no longer required to carry flood insurance. A house that was in Zone X when you bought may be in a high-risk zone now, or the other way around. Check your parcel on FEMA's flood map and read our flood zone guide.

If the house is in a Special Flood Hazard Area, here is how federal rules reach your HELOC:

  • Opening or increasing the line is a trigger. A regulated lender may not make, increase, extend or renew a loan on a building in a high-risk zone unless it carries flood insurance.
  • Coverage amount: at least the lesser of the loan balance or the NFIP maximum. FloodSmart lists the NFIP building maximum at $250,000 and contents at $100,000.
  • No flood escrow for the HELOC itself: 12 CFR 339.5 exempts home equity lines of credit, so the premium is usually paid through your first mortgage or directly.
  • No 30-day wait when the policy is bought in connection with making or increasing a loan.

Discount: Hollywood is a Community Rating System Class 6 community, which gives NFIP policyholders a 20% premium discount, per the city.

The renovation catch: the city says renovations that exceed 50% of a building's existing value trigger higher flood protection requirements. If the line will fund a big remodel of an older east-side house, call the city's floodplain administrator at 954-921-3930 first. The city offers free site visits.

Taxes, homestead and beach condos

Millage. The Broward County Property Appraiser lists 2026 proposed operating millage for a Hollywood address of 7.4293 (city), 5.6658 (county), 3.0460 plus 3.2480 (school board), 0.4500 (Children's Services Council), 0.0805 (South Broward Hospital District) and small water management and FIND levies. That totals about 20.18 mills, roughly 2.0% of taxable value, as of November 2026, before voted debt. Hollywood's city rate is one of the higher ones in Broward, and the lender counts the full tax bill in your debt-to-income ratio.

Homestead. A HELOC does not change ownership. Under Florida Statutes 193.155 the Save Our Homes cap (3% or CPI, whichever is lower) resets on a sale or transfer of title, not on a mortgage. See our Save Our Homes guide.

Beach and Intracoastal condos. Fewer lenders offer HELOCs on condo units, and the building matters as much as you do. Expect the lender to ask about the association's budget and reserves, any special assessment, the building's milestone inspection and its structural integrity reserve study. With 13.5 months of condo supply, a conservative appraisal is common. If a HELOC is not offered on your building, a fixed second mortgage or a cash-out refinance on a free-and-clear unit may be.

How we set up a Hollywood HELOC

  • We pull your flood zone first, because it decides whether a flood policy is part of the deal.
  • We review your first mortgage balance and rate, and any HOA or condo dues.
  • We compare HELOC and fixed second options across our lenders, including lenders that work with condos, and bank statement options if you are self-employed.
  • We confirm the expected value and line size before you pay for an appraisal.

How much can I borrow with a HELOC in Hollywood, FL?

About $140,000 at 80% CLTV on a $550,000 median house with a $300,000 first mortgage (example only). The appraisal, your credit, your debt-to-income ratio and the lender's limits set the real number. Rates vary daily; call for today's pricing.

My house was just added to a flood zone. Can I still get a HELOC?

Yes, but the lender will require flood insurance of at least the lesser of the loan balance or the $250,000 NFIP building maximum. Hollywood's CRS Class 6 rating gives a 20% NFIP discount, and there is no 30-day wait when the policy is bought with the loan.

Can I get a HELOC on a Hollywood beach condo?

Possibly. Fewer lenders offer condo HELOCs, and they review the association's budget, reserves, milestone inspection and SIRS. If the building does not qualify, a fixed second mortgage or a cash-out refinance may.

Will a HELOC reset my Save Our Homes cap?

No. Under Florida Statutes 193.155 the cap resets on a change of ownership, such as a sale or transfer of title, and a mortgage is not one. Your homestead stays in place.

What Florida taxes do I pay to open a $75,000 line?

About $150 in intangible tax (2 mills) and up to $262.50 in documentary stamps ($0.35 per $100), as of November 2026. Your title agent confirms how stamps apply to the line and later advances.
