HELOC in Kendall: Equity by Neighborhood, County Permits and Storm Prep

Short answer

On a house in The Hammocks at the Q3 2026 median of $640,000 with a $300,000 first mortgage, a lender that allows 80% combined loan-to-value (CLTV) would cap total debt at $512,000, leaving room for a line of up to about $212,000 (example only, subject to credit approval and appraisal). Kendall is unincorporated, so roof and window permits go through Miami-Dade County, and every window or shutter needs a current product approval. Plan the permit before you size the line.

Kendall equity, neighborhood by neighborhood

"Kendall" covers several census areas with very different prices. Florida Realtors data published by MIAMI REALTORS for the third quarter of 2026, as of November 2026:

  • Kendall (CDP), houses: 96 sales, median $1,200,000, up 13.5% from a year earlier.
  • Kendale Lakes, houses: 26 sales, median $727,500, up 12.0%.
  • Kendall West, houses: 25 sales, median $685,000.
  • The Hammocks, houses: 56 sales, median $640,000. Median time to contract was 28 days.
  • Condos and townhouses: Kendall (CDP) median $340,000; Kendale Lakes $298,000; Kendall West $279,900; The Hammocks $365,000.

A HELOC is sized on market value. Your tax bill is not a guide: in the unincorporated area, the Miami-Dade Property Appraiser shows a 2026 median homestead just value of $463,380 but a median assessed value of only $233,207. Our Miami HELOC page explains why opening a line does not reset that gap.

Example only: CLTV on three Kendall homes

CLTV is your first mortgage plus the full line, divided by the appraised value. Each lender sets its cap and its largest line. See what is LTV.

  • Hammocks house at $640,000, first mortgage $300,000. At 80% CLTV, total debt can be $512,000. Line up to about $212,000.
  • Kendall (CDP) house at $1,200,000, first mortgage $500,000. At 80% CLTV, total debt can be $960,000, so the math allows up to $460,000. Many lenders cap the line amount itself well below that, so the real limit may be the lender's maximum line, not the CLTV.
  • Kendale Lakes condo at $298,000, first mortgage $140,000. At 80% CLTV, total debt can be $238,400. Line up to about $98,400, if the lender accepts condos and your building passes review.

These are illustrations, not offers. Your appraisal, credit score, debt-to-income ratio and the lender's rules set the real number. HELOC rates are usually variable; rates vary daily, so call for today's pricing.

Unincorporated Kendall: county permits for roofs and impact windows

Most of Kendall has no city hall. Building permits come from Miami-Dade County. That matters when the line is paying for storm upgrades, because a project that fails permitting or inspection can stall your draws and your insurance credit.

  • Product approval on every opening. Miami-Dade's permitting page says every window, door, mullion, shutter or storm panel needs a current Miami-Dade Notice of Acceptance (NOA) or a Florida product approval number, and plans must show sizes and approval numbers.
  • Separate permit categories. Replacement windows and glass doors, garage doors, exterior doors and shutters each have their own permit category. Ask your contractor which ones your job needs before you sign.
  • HOA approval comes first for some shutters. The county says permanent accordion shutters need homeowners' association approval before the permit is issued. Many Kendall subdivisions have an HOA, so build that time into the plan.
  • The roof rule. Under Florida Statute 553.844(5), if a roof was built or replaced under the 2007 Florida Building Code or later and 25% or more is redone, only the redone portion must meet current code. Older roofs may need a full replacement.
  • Insurance payback. A wind mitigation inspection after the work documents what insurers credit. WFLX reported in May 2026 that My Safe Florida Home still had leftover funds for grants of up to $10,000; confirm applications are open before counting on it.

Flood zones and storm-season insurance in Kendall

Kendall sits inland, but much of southwest Miami-Dade is low and flat. The lender will check your flood zone for the line just like for a first mortgage.

  • Which map counts. Miami-Dade says the current FEMA flood maps took effect on September 11, 2009. FEMA published new preliminary maps on February 25, 2021, which are not yet in effect. Look up your address on the county's flood zone tool or FEMA's Map Service Center.
  • Required on the line. Under 12 CFR 339.3, a regulated lender may not make or increase a loan on a building in a special flood hazard area without flood insurance. The county notes zones A and VE carry at least a one-in-four chance of flooding over a 30-year mortgage.
  • County discount. Miami-Dade's Community Rating System upgrade to Class 3 gives a 35% discount on flood premiums in the unincorporated area for policies issued or renewed on or after April 1, 2024. Kendall owners in the unincorporated area get that.
  • No 30-day wait when tied to the loan. A new NFIP policy normally takes 30 days to start, but FloodSmart says there is no wait when you buy it while making or increasing a loan.
  • Storm season. The Atlantic season runs June 1 to November 30, per NOAA. When a tropical storm or hurricane watch or warning is issued for any part of Florida, Citizens suspends binding new coverage and increases statewide. A HELOC closes only with insurance in force, so keep your policy current and avoid letting it lapse during a storm.

Florida line taxes, Amendment 3 and your escrow

  • Intangible tax on the full line. Florida Statute 199.143(3) puts the 2-mill intangible tax on the maximum line amount, with nothing more due on later borrowing. On a $212,000 line that is $424.
  • Doc stamps on what is advanced. Florida Statute 201.08(1)(b) taxes a future-advance mortgage on the initial debt at recording and then on later advances. At $0.35 per $100, a $40,000 draw for impact windows is $140 in doc stamps.
  • Right to cancel. On your principal home you have three business days after signing to cancel a HELOC.

Florida voters passed Amendment 3 on November 3, 2026 (about 62%, unofficial until certified). For homesteads, the non-school homestead exemption rises from $50,000 to $150,000 in 2027 and $250,000 in 2028, then is indexed to inflation. School taxes do not change. Owners who become permanent Florida residents after December 31, 2026 start lower and reach the full amount in their fifth homestead year. The non-homestead cap drops from 10% to 5% from January 1, 2027, which matters if you own a Kendall rental. First bills affected: November 2027.

  • Your HELOC payment will not change, since lines usually have no escrow.
  • Your first mortgage escrow may. Under 12 CFR 1024.17, the servicer analyzes escrow every year and must refund a surplus of $50 or more within 30 days if you are current. Expect that after the November 2027 bill. Qualify on today's numbers.

305-425-1990
How much can I borrow with a HELOC in Kendall?

Take the appraised value times the lender's CLTV cap, then subtract your first mortgage. On a $640,000 Hammocks house with a $300,000 first mortgage and an 80% cap, that is about $212,000. Example only, subject to credit approval and the lender's maximum line.

Who issues roof and window permits in Kendall?

For the unincorporated area, Miami-Dade County. Every window, door or shutter needs a current Miami-Dade NOA or Florida product approval, and permanent accordion shutters need HOA approval before the permit is issued.

Do I need flood insurance for a HELOC in Kendall?

If your home is in a special flood hazard area, a regulated lender must require it before making the line. Unincorporated Miami-Dade policies get a 35% CRS discount, and a policy bought for the loan has no 30-day wait.

What Florida taxes do I pay to open a $212,000 line?

Intangible tax of $424 (2 mills on the full line), plus doc stamps of $0.35 per $100 on what is advanced at recording and later. Your title agent confirms the exact figures.

Will Amendment 3 change my HELOC?

No. It lowers non-school property taxes on homesteads starting with November 2027 bills, which can lower the escrow on your first mortgage. The HELOC payment depends on your balance and rate, not taxes.
