HELOCs in West Palm Beach, FL: Equity, Historic Homes and Flood Rules

Short answer

On a West Palm Beach house at the Q3 2026 median of $599,500 with a $320,000 first mortgage, a lender that allows 80% combined loan-to-value would cap total debt at $479,600, leaving room for a line of up to about $159,600 (example only). Your first mortgage and its rate stay in place. If the line will pay for exterior work on a house in one of the city's 18 historic districts, plan for a Certificate of Appropriateness first.

West Palm Beach equity, by the numbers

How a HELOC works in general (draw period, variable rate, repayment period) is in our Florida HELOC guide. This page covers West Palm Beach and Palm Beach County.

Florida Realtors data published by MIAMI REALTORS for the third quarter of 2026 shows, as of November 2026:

  • Houses: 222 closed sales at a median of $599,500 (up 8.0% from a year earlier) and an average of $1,382,096. 110 of the 222 sales were cash. Sellers received a median of 92.7% of their original list price, with 59 days to contract and 4.1 months of supply.
  • Condos and townhouses: 186 closed sales at a median of $316,000 (up 3.6%), 77 days to contract and 8.0 months of supply. 89 sales were cash.
  • Palm Beach County as a whole: a house median of $655,000.

The gap between the median and the average tells the story. Most city houses trade near $600,000, but the waterfront and historic neighborhoods near the Intracoastal pull the average above $1.3 million. Equity, and the line size a lender will consider, varies a lot by street.

Half the house buyers paid cash, so many owners have little or no mortgage. A HELOC lets you reach that equity without a new first mortgage. The lender uses today's appraised value, not the assessed value on your Palm Beach County tax bill. With sellers getting a median of 92.7% of list price, do not assume a high list price in your area becomes a high appraisal.

Example only: CLTV math on a median West Palm Beach house

Example only, not a quote or an approval. Each lender sets its own maximum combined loan-to-value (CLTV) based on credit, property type and line size. Assume a house that appraises at the $599,500 median with a $320,000 first mortgage.

  • At 80% CLTV: $599,500 x 0.80 = $479,600 total debt allowed, so about $159,600 of line.
  • At 85% CLTV, if offered: $509,575 total, or about $189,575.
  • At 90% CLTV: $539,550 total, or about $219,550, usually with stricter credit and pricing.

Say you open a $120,000 line to restore an older house: roof, windows and electrical. Florida taxes the new mortgage when it is recorded, as of November 2026:

  • Intangible tax: 2 mills, $120,000 x 0.002 = $240.
  • Documentary stamps: $0.35 per $100, or $420 if figured on the full $120,000. Florida Statutes 201.08 also taxes future advances when they are made, so your title agent will show how stamps apply to your line.

Rates vary daily; call for today's pricing. If you want one fixed amount and payment, compare a fixed second mortgage. If you own free and clear and want a large sum at once, a cash-out refinance is another option to price.

Historic districts: permits before you draw

West Palm Beach has 18 locally designated historic districts and 46 individually designated sites, per the city's Historic Preservation office, as of November 2026. Many of the city's older houses near the Intracoastal sit in them. That matters if your HELOC is a renovation budget:

  • Exterior work needs review. The city says exterior changes to a historic structure must follow its Historic Preservation Ordinance and design guidelines.
  • Three levels of review. Some work is approved by staff with the building permit, some needs a staff-approved COA-Minor, and larger changes need a COA-Major from the Historic Preservation Board. The city's COA approval matrix shows which level applies to your project.
  • Plan the timeline. A board-level review takes longer than a permit alone. A HELOC fits this well, because you draw only when invoices come due and pay interest only on what you use.

Ask the city's Planner on Call at (561) 822-1461 before you sign a contractor agreement. Older houses also tend to need a 4-point inspection and a wind mitigation report for insurance, and the lender will want proof of a current homeowners policy.

Palm Beach County taxes, homestead and flood

Millage. The Palm Beach County Property Appraiser lists 2026 proposed rates for a West Palm Beach address of 8.1308 (city) plus 0.0533 (city debt), 4.5000 plus 0.0210 (county), 3.0390 plus 3.2480 (school board), 0.4908 (Children's Services), 0.6561 (Health Care District) and water management and FIND levies, for about 20.4 mills in total, roughly 2.04% of taxable value, as of November 2026. Downtown parcels inside the Downtown Development Authority add up to 2.0000 more mills under the proposed rate (0.9700 in 2025). The lender counts your full tax bill in your debt-to-income ratio.

Homestead. A HELOC does not change ownership. Under Florida Statutes 193.155 the Save Our Homes cap (3% or CPI, whichever is lower) resets on a sale or transfer of title, not on a mortgage. See our Save Our Homes guide.

Flood. New FEMA maps for the city took effect December 20, 2024, and the city said more than 1,000 West Palm Beach properties were affected. West Palm Beach is a Community Rating System Class 5 community, worth a 25% NFIP discount in the Special Flood Hazard Area, per the city and Palm Beach County. Look up your parcel on the city's flood map tool or call 561-805-6705. If you are in a high-risk zone:

  • Opening or increasing the line triggers the federal rule requiring flood insurance on the building.
  • Coverage must be at least the lesser of the loan balance or the NFIP maximum, $250,000 for the building per FloodSmart.
  • No flood escrow for the HELOC itself under 12 CFR 339.5, and no 30-day wait when the policy is bought with the loan.

Condos and how we set it up

Condos: fewer lenders offer HELOCs on condo units, and with 8.0 months of condo supply, appraisers may be careful. Expect questions about the association's budget, any special assessment and the building's milestone inspection.

Our steps:

  • We check your first mortgage balance and rate, your flood zone and whether you are inside the DDA or a historic district.
  • We compare HELOC and fixed second options across our lenders, and bank statement options if you are self-employed.
  • We confirm the expected value and line size before you pay for an appraisal.

How much can I borrow with a HELOC in West Palm Beach?

About $159,600 at 80% CLTV on a $599,500 median house with a $320,000 first mortgage (example only). The appraisal, your credit, your debt-to-income ratio and the lender's limits set the real number. Rates vary daily; call for today's pricing.

Can I use a HELOC to renovate a house in a historic district?

Yes, but exterior changes must follow the city's Historic Preservation Ordinance, and larger projects need a COA-Major from the Historic Preservation Board. Check the city's COA approval matrix or call the Planner on Call at (561) 822-1461 before you start.

Do I need flood insurance for a HELOC in West Palm Beach?

Only if the house is in a FEMA high-risk zone; then opening the line triggers the federal requirement. The city's CRS Class 5 rating gives a 25% NFIP discount in those zones, and HELOCs are exempt from flood escrow.

Does the downtown DDA tax affect my HELOC?

Indirectly. Parcels inside the Downtown Development Authority pay an extra levy, proposed at up to 2.0000 mills for 2026, and the lender counts your full tax bill in your debt-to-income ratio.

What Florida taxes do I pay to open a $120,000 line?

About $240 in intangible tax (2 mills) and up to $420 in documentary stamps ($0.35 per $100), as of November 2026. Your title agent confirms how stamps apply to the line and later advances.
